Air traffic control.
The sky occupies a special place in the spiritual world of Ukrainian people. The most clear feelings are directed towards it , the thoughts about freedom are linked with it. Color of the sky is present on the national flag of Ukraine.
For aircraft the sky
is not only a symbol, but also a vital space organized in particular manner.The service of air traffic in Ukraine is carried out by the state company UkSATSE, that is self-supporting organization offering to the users a complete spectrum of services of air traffic on a route, approach to the airport and in the zone of airport, and also provides with the necessary aeronautical information all kinds of flights in the zone
of its responsibility.The zone of the responsibility of UkSATSE covers
5 regions of flying information of total area of 729,8 thousand sq. km, including: 25 sectors of regional centers of air traffic control, 18 approach controls, 24 control towers, 8 approach circle controls and 61 radar-tracking stations.New borders of flying area information above the Black Sea and introduction of new routes have allowed to make the upper air space more attractive for the international aviation users.
UkSATSE successfully meets competition with traffic control bodies of other countries for attraction of a transit aircraft flow. The evidence of this - increase (this tendency strengthens) in 1999 of quantity of flights of civil aircraft that connect the countries of Europe and Asia (India, Singapore, China, Bangladesh, Indonesia) almost for 10,000 units compared with 1998 (for 100 % in relative expression).
More than 1,000 airlines of the world have taken advantage of UkSATSE services during its existence.
According to the requirements and recommendations of ICAO UkSATSE also provides opening of new air routes over the territory of Ukraine, that most favorably connect Europe to Far East and Asia, and also Scandinavia with Mediterranean region and the Middle East. New air routes were established and existing airways were extended. Now UkSATSE attends services 170 international air routes of total length of 36800 km. For comparison: in 1994 only 6 thousand km of international air routes were attended. The length of recently
introduced 15 routes of "zone navigation" represents 10,233 km. To provide the communication air-to-surface some 285 VHF channels and 1,146 stations are involved; for communication surface-to-surface UkSATSE rents 189 wire communication channels and also uses AFTN network, communication station with small disclosing of the aerial (for communication with neighboring centers in the region of the Black Sea).158,466 flights in the air space of Ukraine were attended in 1998, 159,514 flights - in 1999, 163,922 flights - in 2000. For comparison: in 1993 some 121,500 flights were attended, in 1994 - 132,577 flights.
Decision about creation of the common European sky accepted by ÌÀÒSÅ/6 is a target for future prospect. The development in Ukraine of the project of the program of reduced vertical separation minimum (RVSM) between flight levels 290 and 410 as a constituent of the European program RVSM and active relations with Eurocontrol is the way of its implementation.
Common civil - military system of organization of air traffic has been established in Ukraine. The planning and coordination of these transformations are carried out by the Ukrainian Center for Planning of use of air space of Ukraine (Ukraerocentre).
The methods of meteorological support of international air navigation are improved in Ukraine. On the basis of Kyivcetraero is completing the commissioning of satellite system of distribution of the meteorological information (SADIS). Thanks to the use of SADIS system the products of the World Centers of Zonal Forecasts (WCZF) become accessible to all air users in Ukraine.
In 1999 the automated system of Meteorological Information for Aircraft in Flight VOLMET has been implemented at the airports of Boryspil, Khmelnytskyi, Simferopol, Dnipropetrovsk. Thus above Ukraine the common field of air meteorological broadcasting is established.
